Short notes: if you change the port pgbouncer listens - the restart script cannot connect it (since port was changed) so it waits for the timeout and does nothing:
* Invoking PgBouncer restart pgbouncer
sleep 0.1
sleep 0.2
sleep 0.2
sleep 0.5
sleep 1.0
sleep 1.0
sleep 2.0
...done.
