Bug Description

Binary package hint: pgapack

I built a program (spamassassin garescorer) against the libpgapack-serial1 package fine, then switched to libpgapack-mpi1, and the build failed with:
pgapack.h:16: fatal error: mpi.h: No such file or directory

I was able to get it to build by doing:
sudo ln -s /usr/include/pgapack-serial/mpi.h /usr/include/pgapack-mpi/
