pgadmin3 does not support newer postgresql versions due to removed support for 'datlastsysoid'

Bug Description

PgAdmin does not support postgresql versions from 15 and onwards due to the removal of 'datlastsysoid' from 'pg_database' and will crash when attempting to connect to a database of these versions.
I realise this is not a fault of pgadmin and not really a bug as such but it does leave the pgadmin3 less useful.
Please add pgadmin4 desktop to the official repositories and perhaps even with support for LTS's down to 20.04
