Perl CPAN unable to fetch packages with additional packages

Bug Description

CPAN gets errors trying to install CPAN modules on a clean 11.10 desktop install.

If you apt-get install the packages "lynx" and "ncftp", then CPAN will be able to download perl packages correctly. In one case, after fiddling with the CPAN config files (well deleting them to reset to default state), I had to uninstall and reinstall lynx and ncftp to get cpan back into a working state.

It does seem that after some CPAN LWP packages related to acting as web client are installed, then the external packages are no longer used for downloads and can be uninstalled.
