cpan module installation behaves incorrectly

Bug Description

For Ubuntu 10.04
if umask 077 is set in /etc/profile
and perl modules are installed as root or sudo using cpan,
the resulting modules are not readable by users and hence not usable. Under these circunstances, it becomes difficult to install systemwide modules unless the cpan install is followed by chmod -R in the installed paths.
