Bug Description

adam@whiteowl:~$ LC_ALL=C.UTF-8 perl
strxfrm() gets absurd.
adam@whiteowl:~$ echo $?
29

Found when attempting to install perl 5.14.1 as one of the test fails but affects the system version too.
