What metadata is it missing?

Does is it not appear in GNOME/Ubuntu Software because it is i386-only?
I'm using an amd64 system and PCSX2 does not appear if it is not already installed.

See http://appstream.ubuntu.com/xenial/universe/issues/pcsx2.html on why it doesn't show up.

AppStream on Debian/Ubuntu unfortunately isn't multiarch-aware yet, I am working on that upstream. Won't make it for Xenial though, I think, since it will require several invasive changes.
In any case, even with that support PCSX2 wouldn't show up because of the issues linked above.
