cyberjack smartcardreader does not get correct permission

Bug Description
I have a cyberjack ecom smartcardreader.
But the corresponding serialdevice gets group ownership of dialout, instead of pcscd.
Also moving /lib/udev/
or moving to /etc/udev/
also pcsd does not recognize the reader, even after
cyberjack addflags 0x100000
or
cyberjack addflags 0x20000
solved my problem.
