pcre_printint.src is not provided by libpcre3-dev

Bug Description

pcre_printint.src is requried for other dependencies that can be built from source (for example Erlang/OTP when DEBUG is defined). For some reason pcre_printint.src is not provided as would be expected within libpcre3-dev. However, you can see pcre_printint.src within emboss-lib due to it having its own version of pcre (it seems).

Actually, Erlang/OTP has their own copy of pcre, so it requires its own pcre_printint.src. However, consider adding pcre_printint.src for pcre debugging during development.

I can no longer justify this, since I am not using pcre and it isn't clear why this file would be wanted outside of the complete pcre source. I was just trying to get a project to compile that depended on pcre, and this file happens to be treated as an include file.
