Bug Description

Update to PCRE2 10.39 for JIT and Performance Improvements on s390x

Description:
Update to latest version of PCRE2 10.39 (available at https://github.com/PhilipHazel/pcre2/releases)
contains the complete implementation with full JIT performance.

To pick up the changes please configure with "--enable-jit" for s390x.

It may be beneficial to rebuild certain dependent packages after that change, such as haproxy.

Meanwhile pcre2 was moved from 10.37-0ubuntu2/impish to 10.39-3/jammy.
Since we had "--enable-jit" for s390x already enabled in impish, so it's in jammy too (since it's now upstream as wel) and no rebuilds needed.
Closing as Fix Released.
