Bug Description

Webdav folder accessed via dav://URL/FOLDER in pcmanfm.
Right-click on selected file gives dropdown that doesn't contain an option to rename the file.

Add, delete, open file functions operate as expected, so problem doesn't seem related to permissions.

FWIW, Rename option is offered, and works as expected, in CAJA filemanager in Linux MINT

Well, dav:// support isn't implemented in PCManFM, it is implemented in the Gvfs module which then is used by PCManFM so this issue should be prompted to Gvfs I believe. Thank you.

But surely it's PCManFM that presents the menu of options?
With pcmanfm 1.2.0 (on Lubuntu 14.04 LTS) there's no "rename" option,
but with pcmanfm 1.2.3 (on Lubuntu 15.10) there is...

Yes, it is PCManFM job to present that menu, but it is entirely depends on Gvfs - if that operation is supported then PCManFM shows that option, if it isn't, then doesn't. Probably in newer Ubuntu that operation was implemented in Gvfs, so it became available in PCManFM as well.
