unable to mount external USB hard drive

Bug Description

My Seagate 1TB USB external hard disk works correctly in LUbuntu 22.04 and Windows 10.
I can access it perfectly.

But in LUbuntu 23.10 it is not possible to mount.

Boot message:
usb 5-2: device descriptor read/64, error -110

error msg when mounting via PCManFM-Qt (version 1.3.0)
Error mounting /dev/sdc1 at /media/rodolfo/Expansion Drive: mount(2) system call failed: No such file or directory

error msg when mounting via Disks (https://wiki.gnome.org/Apps/Disks):
Error mounting /dev/sdc1 at /media/rodolfo/Expansion Drive: mount(2) system call failed: No such file or directory (udisks-error-quark, 0)
