Avoidable conflicts with pacemaker and parmetis-test

Bug Description

In debian/control, we can see:

| # The following conflicts are due to the ptest executable
| Conflicts: pacemaker,
| parmetis-test,

This seems entirely avoidable by just naming 'ptest' something else. Could you
please do that? It's not very friendly to completely conflict on other packages
like this when it's actually not necessary.

Policy [0] says, in part:

| Be aware that adding Conflicts is normally not the best solution when two
| packages provide the same files. Depending on the reason for that conflict,
| using alternatives or renaming the files is often a better approach.
