ldconfig and file xxx is truncated

Hi Everyone,

I'm working on Ubuntu 18.04 x86_64 fully patched. I'm using patchelf to fix rpath tokens. The fix is needed because some projects start with LDFLAGS=-Wl,-rpath,'$ORIGIN/../lib', but result in "RIGIN/../lib" in the binary. After running patchelf on an affected project to fix the runpath the following is common:

Fix package name. The package is libc-bin, no binutils.
