[FFe][MIR] pastebinit in quantal

Bug Description

The FFe is asked only for MIR. It's neither "new upstream versions", nor "bugfix-only update", nor "new package". It is just a MIR, so no risk of regression, and no potential disruption of the release process. It only brings benefits to Quantal, eg it will facilitate the support on forums for this release (see Rationale below).

pastebinit is already in Universe. ( packages.ubuntu.com/pastebinit )

Pastebin is very useful for a large number of Ubuntu users. Eg for receiving/giving help on forums.
It is very useful from a liveCD, eg when the user has a broken boot, he can use pastebinit from liveCD to display his full Boot-Info (boot diagnose) in a short and convenient way. This can even be automated via tools such as Boot-Repair.
However, currently "pastebinit" is in the Universe repository, which is not enabled by default on the liveCD.
In consequence, "pastebinit" package should be moved from Universe to Main repository of Ubuntu, in order to make easy its use from liveCD.

No known security history.

Quality assurance:
Package works out of the box. No debconf question. No major bug in Ubuntu nor in Debian.

UI standards:
No problem. Command line UI.

all in Main (python and python-configobj)

Standards compliance:
FHS and Debian Policy compliant.

Actively maintained by stgraber (Canonical dev) and r0lf.

* Has bug subscribers already
* Test suite requires Internet access unfortunately, but understandably, so we can't enable it as part of build
* Three tests fail: pastie.org, paste.pocoo.org, and yourpaste.net. Since those aren't super important, I'm OK with it. Filed bug 1052215 about it.
* debian/rules is a little messy, but Debian's version is nicer, once we merge again
* Uses dh_python2, yay
* Still is Python2... But since we are postponing the Python3-only-image for another cycle, that is OK since upstream trunk is already Python3. We'll get it for 13.04.
* Unfortunately, seems likely to need updates as web sites change (like we needed when pastebin.com started requiring API access). But so far it has been well cared for.

Added pastebinit to platform.quantal/supported-sysadmin-common as apparently the only intent of this bug was to get it promoted to main.

As noted by Michael, the next version of pastebinit will be python3-only, without the broken pastebins and will also drop the dependency on python-configobj (replacing it by configparser).
