After update, passenger requires gdb

Bug Description
On Ubuntu 16.04, after updating to passenger 5.0.27-2, if you do not have gdb installed, passenger crashes.
You can work around the problem by running sudo apt install gdb.
Note that gdb is not one of the packages within passenger's Depends list.
