Bug Description
KDE's partitionmanager now requires a dependency on fdisk for any functionality related to the display of devices or partitions of a disk. While prior versions did not require this, it seems as though 23.08 does.
This was first reported on IRC in #kubuntu-devel.

I suspect (as discussed on IRC) that this is not a new dependency for partition manager, but the result of fdisk falling off a standard install.
i.e. from this change from debian first shipping in mantic:
libblockdev (3.0.1-2) unstable; urgency=medium
* Drop fdisk Depends from libblockdev-part.
It only needs the library, not the command line tools.
