These bug are due to pango indic shaper not doing GSUB lookups at syllable cluster level (required as per unicode). The shaper is doing lookups on the glyph sequence for the entire item being processed.

11.04 beta has a regression in the sense that it did not include the patch. Upstream maintainer has refused to update (Comments at pango bugs indicated in bug description), as harfbuzz-ng is under development. As there is no clarity on target date of harfbuzz-ng for indic, it will be useful to have pango updated locally within Ubuntu using the patch already submitted.
