Bug Description
While editing text it seems to work great but the post that turns up on Usenet
doesn't look like the one I was previously editing. Clicking the "Rewrap button"
produces the broken version which would indicate that it's Pan and not the news
server that's causing the problem.

OK so it looks like Pan does post an unbroken copy of the message to the news
server and that the wrapping weirdness is caused by Pan's "Wrap Article Body"
option. The weird thing is that instead of wrapping text in the conventional
sense (i.e. long lines get wrapped onto the next line) it pulls in extra tokens
from the next line to pad out the current line.
