Dustin, what's the status of this issue now?
I just found there is no man-page installed and so pulled the source. I am now slightly confused since this bug is dated 2010-04-13, but the source contains "update-motd.1" dated 2009-07-13 (authored by you).
debian/changelog shows that Loïc Minier apparently amended dh_installman settings:
update-motd (3.3-0ubuntu1) karmic; urgency=low
...

* Use debian/manpages instead of args to dh_installman for consistency.

But I don't see any reference to dh_installman in debian/rules now.
I've fixed debian/rules and attached a debdiff:
update-motd (3.5-0ubuntu2) lucid; urgency=low
* Install the man page (LP: #562563)
