It probably is a duplicate. I reproduced right after using the new 'Software Update' in System/Administration.

This keeps popping up like a bad penny every time the system checks for updates.

I got exactly the same problem, and I cannno install / update / delete any package with kpakageit.
for me, this bug must be modified to high

Have you disabled the syslogd on your system?

That notification doesn't happen on my system anymore. Probably something in the 200+ updates over the past two days.

Change line 53 in aptBackend.py form this:

_syslog = logging.handlers.SysLogHandler("/dev/log", logging.handlers.SysLogHandler.LOG_DAEMON)

to this:

_syslog = logging.handlers.SysLogHandler(logging.handlers.SysLogHandler.LOG_DAEMON)

KPackageKit seems to working and I don't have any error messages now. But I don't know that the logging is working.
