missing dependency python-monotonic

Bug Description

After install of oz first time running exits with

Traceback (most recent call last):
  File "/usr/bin/oz-install", line 25, in <module>
    import oz.TDL
  File "/usr/lib/python2.7/dist-packages/oz/TDL.py", line 37, in <module>
    import oz.ozutil
  File "/usr/lib/python2.7/dist-packages/oz/ozutil.py", line 44, in <module>
    import monotonic
ImportError: No module named monotonic

The oz package should depend on python-monotonic

I got the same error message before installing python-monotonic, and I have forwarded this issue to the Debian maintainer (see the attached bug watch).

As mentioned in the Debian bug report, this issue has been resolved. I've verified that on newer Ubuntu releases (19.10 and upwards), oz has a strict dependency on python(3)-monotonic.

If you need a fix for the bug in previous versions of Ubuntu, please perform as much as possible of the SRU Procedure [1] to bring the need to a developer's attention.
