window scroll bar not functioning well in ubuntu 12.04

Bug Description
Scroll-bar that pops ups automatically when we move the mouse near it (ex: when we open ubuntu software center, etc.,) is not functioning well. Even though i drag it, it is not getting scrolled. Please solve this problem. This is the major problem i have observed. Some times i feel sick in trying to drag it. Please solve this at the earliest.
