Bug Description
Binary package hint: overlay-scrollbar
Using a right to left locale, where the interface is mirrored, and the scrollbar is on the left side, the overlay scrollbars are disabled, and the legacy scrollbar is shown.

- New thumb design.
- Scrollbars now use Gtk+ colors.

- Adjusted timings before hiding the thumb.
- Shrink the thumb size on small scrolled windows.
