Overlay Scrollbar displays incorrectly

Bug Description

It seems like the overlay scrollbar is a bit buggy in Saucy. The scrollbar will always span the entire bar. It doesn't matter how "big" the window is. I have included a screenshot to show you what I mean.

The scrollbar still behaves exactly how it should though, I am still able to scroll through the window. There is just no visual hint on where you are, or how long the list is in for example, Nautilus.

Look at the scrollbar on the right. As you can see, it spans the entire area while there are far more items in this directory Edit (98.4 KiB, image/jpeg)
