Need to transition the ubuntu-overlay-scrollbar gsettings key

Bug Description

We need to transtion the bool to int key for precise -> next LTS upgrade.
The key was in gsettings-desktop-schemas and has been moved in quantal to the overlay-scrollbar package. As it changed its type (boolean -> int), we need a session-migrations script for it.
