All binaries crash with symbol lookup error

Bug Description

Any binary from otb (and other packages like monteverdi) crashes at startup with

$ otbgui
/usr/bin/otbApplicationLauncherQt: symbol lookup error: /usr/lib/x86_64-linux-gnu/ undefined symbol: _ZN16ossimSensorModel12getObsCovMatERK8ossimDptRN6NEWMAT15SymmetricMatrixEd

As per https://<email address hidden>/msg03274.html, this is related to packaging issue with libossim, which was already rebuilt in Debian to fix the issue (

Please pull the change over to bionic before release, the package is completely unusable as it is now.

I confirm the issue is still here (Ubuntu Server 18.04.3), as the package has not been updated (6.4.0+dfsg-1).

Backporting version 6.6.0+dfsg-1build1 from Cosmic fixes the issue, but since this package depends on libc6 it may not be a good solution for every setup.
