Availability: Currently in universe
Rationale: Dependency for quantum
Security: No security history.
Quality Assurance: Package works out of the box with no prompting. There is no major bugs in Ubuntu.
Standards Compliance: FHS and Debian Policy compliant.
Maintenance: Simple python package that the Ubuntu Server Team will take care of.

Seems fine! Small, clean packaging. Server team subscribed. Uses dh_python2 and has tests that are run.
One nit is that the package name should actually be python-oslo.config (dot instead of hyphen). But that can be done after entry into main, since Chuck mentioned this is time sensitive.
Approved.
