Enabling screen reader(orca) in Ubuntu 20.04 causes browsers to scroll on their own

Bug Description

When I turn screen reader/orca on, and load a page in both Brave browser and Firefox, the page will scroll downwards in a jerky motion until I press the down arrow button, or switch focus from the browser. This also happens on refresh, and on any page loaded, even the default "new tab" page in Brave. Turning screen reader off fixes the issue. This does not happen in the terminal, Nautilus, etc. I've included a video demonstrating this.
