Line 11 of /etc/default/
# * "pctp:[PORT]": Listen for TCP connections on the specified PORT
That is incorrect; the 'c' and 't' are transposed. It should instead read:
# * "ptcp:[PORT]": Listen for TCP connections on the specified PORT
