openvp install via apt-get hangs indefinitely

Ubuntu 17.10 fresh install

sudo apt-get install openvpn

The above command causes an indefinite terminal hang. And I have to manually kill processes to get apt working again.

Here are the errors I receive after killing `sudo kill -9` processes with `openvpn` in the name:

   invoke-rc.d: initscript openvpn, action "cond-restart" failed.

Thanks for taking the time to file this bug!

This bug was reported against openvpn in Ubuntu 17.10 which is not supported anymore. I was not able to reproduce this issue in 18.04 (LTS version after 17.10), so I am marking it as Invalid.
