Bug Description
Ubuntu 17.10 fresh install
sudo apt-get install openvpn
The above command causes an indefinite terminal hang. And I have to manually kill processes to get apt working again.
Here are the errors I receive after killing `sudo kill -9` processes with `openvpn` in the name:
invoke-rc.d: initscript openvpn, action "cond-restart" failed.
Created symlink /etc/systemd/
W: APT had planned for dpkg to do more than it reported back (30 vs 34).
