ipsec status doesn't return that pluto is running when it is.

Bug Description

Binary package hint: openswan

root@ollo:/etc# /etc/init.d/ipsec status
defaulting leftsubnet to 192.168.x.x
defaulting rightsubnet to 10.1.x.x
defaulting leftsubnet to 192.168.x.x
defaulting rightsubnet to 10.3.x.x
IPsec stopped
but...
has /var/run/pluto/ipsec.info file!
An normal Pluto is active?
some (12) eroutes exist!

In the scenario about /etc/init.d/ipsec start has just been run. And pluto is running, still status doesn't return OK.

ii openswan 1:2.6.22+dfsg-1.1ubuntu1
Karmic up to date.

The reason for this is that _realsetup checks for /var/lock/subsys/ipsec, and /etc/init.d/ipsec does create "mkdir -p /var/lock/subsys" any longer.
