openstack-dashboard should include lessc as a dependency

Bug Description

Currently testing folsom packages on precise, from http://ppa.launchpad.net/openstack-ubuntu-testing/folsom-trunk-testing/ubuntu.

Latest openstack-dashboard package is 2012.2.1+git201210191800~precise-0ubuntu1

openstack-dashboard is looking for lessc, which according to the source code is a bundled script (along with a lib dir two levels up):

https://github.com/openstack/horizon/tree/stable/folsom/bin/less/lessc

This package appears not to include it, or the related lib dir, and so is creating an empty symlink to a non-existant lessc in /usr/bin (that is it's falling back to a system installed lessc that isn't there since lessc is not installed as a dependency)
