In debian/changelog for openssl, there is the following entry:
openssl (1.0.1c-3) unstable; urgency=low
* Disable padlock engine again, causes problems for hosts not supporting it.

As such, I believe this bug can be made WONTFIX unless someone steps up and shows good compatibility can be achieved.
