Let ibmca engine call libica w/o SW fall backs. Only register ibmca functions if libica signals the existence of a HW function.

CPACF and SIMD based functions are not suppsed to dynamicaly fail.

dev: ibmca development
test: regression test
perf: n/a

Available with ibmca 2.2.0
