Bug Description

The default /etc/resolvconf.conf says:

   unbound_conf=/var/cache/unbound/resolvconf_resolvers.conf

but the unbound package does not read config data beyond

   /etc/unbound/unbound.conf
   /etc/unbound/unbound.conf.d/*

The following alternative in /etc/resolvconf.conf seems to work:

   unbound_conf=/etc/unbound/unbound.conf.d/resolvconf_resolvers.conf

Note: Fixing this will break name resolution in many cases (see #988513).
