Please excuse me for stating the obvious but the low priority is probably due to the lack of manpower / the need not to scatter the available resources too much.
On the other hand, when I install some Ubuntu machines for friends, associations etc. the first thing I usually do, after applying updates and adding some restricted packages, is to enable the OO.org quickstart (and disable java), as this is definitely one of the top 3 most used apps, which several seconds launch can be kind of irritating.
I guess, instead of complaining, we should just get more people vote for this bug...
