Bug Description

When Sticky Keys is active, pressing Alt should not do anything, since doing so affects Sticky Keys chording. In OpenOffice, pressing and releasing Alt opens the File menu, and hitting Tab afterwards does not change applications, because of the open menu.
To reproduce:
1. Open an OpenOffice.org presentation and another window (say Nautilus - Home Folder)
2. Activate Sticky Keys in the keyboard accessibility preferences
3. Hit Alt, and release
4. Hit Tab, and release
Expected result: Active application switches to Nautilus window as if user hit Alt-Tab
Actual result: Alt opens File menu of OpenOffice.org, and Tab doesn't appear to do anything - the open menu steals focus.
Suggested fix: Hitting & releasing Alt should not open the menu on Linux in GNOME.
Work-around: Hitting Alt a second time closes the menu, and Alt is locked in Sticky keys, which allows you to cycle through apps with Tab, and select a new application with Alt again.
