Displays german ä as one-tenth of a percent sign (‰) when using Times New Roman

There is a display failure when trying to type (or paste) the german ä sign. It is displayed as ‰. If I select the wrong displayed sign and change the font, everything is fine (though there is really the ä char stored).

I have attached a screenshot for an example.

The failure also exists when exporting as PDF but not when i use the ä in a HTML document with the Times New Roman font (tried in Firefox using Firebug to change an existing document on the fly).

I have a very similar problem with the swedish version. (Swedish also has the ä sign). ä is desiplayed as ‰. However I can also see this issue in the menus of Openoffice.

Hmm, it seems when I start openoffice from the menu, characters are shown correctly. But when I start by launching (double-click in Nautilus, desktop or whatever) a calc-file the problem is there.
