I reduced it to 96 dpi and below. This had the odd effect of reducing the apparent size of my Desktop fonts (expected) while _increasing_ the apparent size of the Openoffice.org toolbar and dialog fonts. Furthermore, increasing the Gnome System Font Resolution back up to 111 dpi (based on my monitor specs and display resolution) made the Openoffice.org fonts grow yet bigger. I could then set Tools>Options>View>User Interface>Scaling at 100%. That is to say, I solved my problem, but I don't understand why it happened in the first place, and why the system did not respond reproducibly to some simple adjustments.
