Dependencies incompatible to language packs

Hi!

The language-support-* packages require that per-language packages like
oo.o-l10n-<lang> are installable without depending on OO.o itself.

The dependencies of the -l10n packages have already been changed long ago:

$ grep-available -sPackage,Depends -P openoffice.org-l10n-en
Package: openoffice.org-l10n-en
Depends: openoffice.org (>> 1.1.1+1.1.2) | language-support-en

However, the dependencies are still too strict for -hyphenation and -help:

$ grep-available -sPackage,Depends -P openoffice.org-help-en
Package: openoffice.org-help-en
Depends: openoffice.org (>> 1.0.99+1.1)

$ grep-available -sPackage,Depends -P openoffice.org-hyphenation-en
Package: openoffice.org-hyphenation-en-gb
Depends: openoffice.org (>= 1.0.3-3), dictionaries-common (>= 0.10) |
openoffice.org-updatedicts

These must be changed to depend on oo.o | language-support-<LANG> as well.

  * debian/control: Alternatively depend on language-support-en to not force
    OO.o installation with language support packages. (Ubuntu #6449)

[same -help changes for all the other gazillion help source packages].
