export the file to .html -> in the Table of Contents click the hyperlink Preliminaries and it takes one to the Preliminaries chapter.

4) What happens instead is it does not.

i just tried to verify this in the latest OO (3.2) on Ubuntu 10.4 and now it won't export to XHTML at all. Selecting File->Export->XHTML results only in a dialog window:

"Error saving the document [doc name here]: Write Error. The file could not be written."

Saving as HTML (rather than XHTML) mostly works, but some formatting gets hosed in the process (e.g. leading blanks get collapsed, which sorely uglifies in-document code examples).

Attached is a doc demonstrating the error.

3) What is expected to happen is when one exports https://bugs.launchpad.net/ubuntu/+source/libreoffice/+bug/122383/+attachment/1390003/+files/JSONMessage-library-manual.odt to .html the Table of Contents hyperlinks do not refer to non-existent external files when opened with Firefox.

4) What happens instead is they do.

seems related to fdo#56595. There, the href elements were broken, here it's the "a name" attributes missing or malformed. I'll have a lot at this.
