OSG 3.6.4 is broken (by broken, it crashes applications that links to it) and should not have been pulled downstream, compounded by the fact that it replaced working OSG 3.4. The OpenMW team worked hard to trace the problems down and sent patches upstream to openscenegraph which made a 3.6.5 release which does not crash.
There are still additional patches in for OSG 3.6.6 but that has not yet be releases but those are more quality-of-life patches.
I do not know if it is still possible to get OSG 3.6.5 into 20.04 proper; could it at least be put into bionic-backports?
