Frei0r is a simple Video Plugin API, as well as a Collection of Plugins, releases are available from:

http://freshmeat.net/projects/frei0r/

Its Homepage is at:

http://www.piksel.org/frei0r

Host Applications such as the "Open Movie Editor" can load Frei0r plugins.
