the slapd-config database should not be under /etc

Bug Description

The live slapd-config database currently reside under /etc/ldap/slapd.d . Can we change it to something like /var/lib/slapd ?
Although it *does* consist of configuration material it is also a live database that people always think they can hand-edit due to it being under /etc.

Hi Peter,

do you mind opening a bug against debian for this? A live database sounds worth moving, but I suspect we should avoid an ubuntu delta for it.

(If you prefer, just let me know and I'll open the debian bug)
