What I expected to happen:

I expected that when openipmi starts, it will load the ipmi_devinft module
What happened instead:
==================
I had to manually load the ipmi_devintf module
$sudo modprobe ipmi_devintf
Workaround:
=========
It seems that in the /etc/init.
It would probably make sense to define/set this variable in /etc/default/
the initscript.
In the meantime, customers could probably just put DEV_IPMI="yes" at
the top of /etc/init.
