document module does not attach new documents to any partner

As we attach any document from Partner menu to a selected existing partner, the attachment can be seen from Document Management > Search a File.
The reverse action though, is not possible. If you go by Document Management > Search a File, and then click on "New", even if you select an existing partner, and fill every field as it should appear when attaching the doc from partner's menu, the result is that you cannot see the new attachment from the partner attached files.
We consider this behaviour as a bug, for we think that it would be logical to navigate either from the partner to their attached documents, either from the documents to reach the company they're attached to.
