groovy arm64: ImportError: /lib/aarch64-linux-gnu/libgomp.so.1: cannot allocate memory in static TLS block

The above symptom is observed on Groovy arm64.
I did not observe this on neither Focal arm64 nor Debian Unstable arm64.
This seems unique to Groovy arm64.
