libopencv-dev fails to install folder /usr/include/opencv

Bug Description

After installing libopencv-dev in Ubuntu 12.04, the folder /usr/include/opencv is not present, thus compiling programs that use headers from this folder fails.

The folder is included in opencv.pc, so as a workaround, downloading the original source from http://archive.ubuntu.com/ubuntu/pool/universe/o/opencv/opencv_2.3.1.orig.tar.gz, extracting and linking the include/opencv folder into /usr/include works.

there it's noted that opencv.pc does not include /usr/include/opencv2 (which is installed and contains the "new" headers).
