New windows in running programs spawn underneath active window

Bug Description
In Openbox version 3.5.0-0ubuntu3 (Oneiric), new windows do not spawn correctly for running processes; for example, if Firefox is not running, opening a Firefox window places the window on top as it should, but opening a new window via keybind causes it to spawn below the active window. This is especially apparent in the case of PCManFM; because it handles the desktop, it is always running, and so every PCManFM window opened spawns below the active window. This was not the case in version 3.4.11.2-0ubuntu3 (Natty). Option <focusNew> is set to "yes" in ~/.config/
